NORTH LITTLE ROCK, Ark. (May 19, 2025) — CTEH®, LLC, a leader in environmental consulting and emergency response, announced today that Senior Response Management Consultant Josh Dubach, MBA, MSc, CEM, has been appointed to the International Spill Control Organization (ISCO) Council and ISCO Editorial Board.

Dubach brings more than two decades of emergency management experience to the board, having served in leadership roles across the energy sector, oil spill cooperatives and federal service. His career began in the U.S. Coast Guard and has included field response to major incidents such as the Selandang Ayu and Cosco Busan oil spills, natural disasters and international evacuations.

Before joining CTEH in December 2024, Dubach held positions with Hess Corporation and Occidental Petroleum. His expertise spans response management, occupational health, environmental policy and safety systems. At CTEH, he helps clients strengthen preparedness, crisis response and business continuity through data-driven, systems-based solutions.

Dubach holds a Master of Science in Environmental Policy and Management and a Bachelor of Arts in Emergency and Disaster Management from American Public University. He also earned an MBA in Organizational Leadership from Ashford University. He is a Certified Emergency Manager (IAEM), Certified Environmental Scientist (NREP) and Project Management Professional (PMI).
